One of the best programs on the market that I have found is Access America's FREE-TO-GO program that is available with any Access America travel protection policy that includes Trip Cancellation/Interruption coverage. The policy must be purchased within 14 days of the initial trip payment and covers:

Freedom to Travel

If a Terrorist Incident occurs in a U.S. to which you are scheduled lo arrive within 30 days, you can rebook your trip, and be reimbursed for the published penalty or change tees that you must pay.

Freedom from Extra Expenses

They pay reasonable, additional accommodation and traveling expenses up to a maximum of $1000 if you become stranded for 6 hours or more as a direct result of a Terrorist Incident in a U.S. City.

Freedom to Return Home

If a terrorist Incident occurs in the U.S. City where you usually reside and you're away from home, they pay on a one-time basis, up to $ 1000 for reasonable, additional travel expenses if you decide (o return home immediately.
